Agree or not, there does seem to be a very strong cultural difference between the response in New Orleans and that in Iowa and Illinois. Is it a race issue, I think to claim that is insulting to the people of colour that live in Iowa and Illinois. I don't think it is about race, it is about those who act and those who wait.
