leniency, claiming that cultural differences in those countries make sex with
girls more acceptable."
I think this is wrong. First of all it is wrong, even in countries where the cultures accept it. However, to use their acceptance of this crime as a justification for taking part in it is low. In the US it is against the law to cross borders with a minor to avoid statutory rape laws. I think it should be the same internationally. If it is illegal where you live, you should be held to those same laws abroad. (Note this does not mean if it is legal where you live, you should be able to practice it abroad.)
