"SEOUL (Reuters) - Hundreds of South Korean tourists vacated a mountain resort
in the North on Saturday, a day after a North Korean soldier shot and killed a
53-year-old woman vacationer who wandered into a military zone in the area."
This is probably a mistake by one soldier, this doesn't match the actions that the North Korean government have been taking recently.
