Most of the information I have seen about this bridge indicates that money was not a problem, the problem was a lack of awareness that the bridge was in danger. There was money available to work on the bridge and work was being done. When things fail, there seems to be the question in the air right away, why was more money not spent on this - you can only fix problems you know about. There have been reports that the bridge needed repairs, but it was nothing that they believed would put the bridge at risk.
