Mitt has gotten a lot of bad press for this statement, much of it I don't think it fair. What is he saying here, that we would be more successful if you attempt to win the hearts and minds of the world through assistance than through warfare. It may be the wrong choice to use Hizballah as an example, but then again it might not. We think of them as being terrorists, and we think we are better than they are. If we are better than them, then why are they able to make this work for them and we have not.
