watchdogs who have spoken to ABC News."
Is it just me, or is New Orleans built on what amounts to a giant sandbar? Of course it isn't safe. When you get done making New Orleans safe from flooding, you can make Kansas safe from tornadoes or Los Angelas safe from Earthquakes.
