No one would benefit from a terrorist attack on the US. The net results for the
political establishment, including the leadership of both parties, would be all
bad. The executive branch would have to answer many of the same questions asked
after 9/11 about how an attack could get past our defenses. The legislative
branch would have to answer for its reluctance to give more power to the intel
and military for early detection and prevention. Neither would have the "it was
inconceivable" excuse they had on 9/12.
This is the most practical response to a claim that has been made by both parties that one side or the other would benefit the most by another attack. Another attack would more likely than not harm people from every party, from every group, thus it would be bad for everyone. That aside the amount of responsibility is going to be spread out to everyone in power, and that is what Ed is saying here.
