"TD.com has learned from a House Republican Leadership aide that the
Democrat leadership is proposing a change the current House rules regarding the
Republican right to the motion-to-recommit and/or the test of germaneness. This would be
the first change to the germaneness rule since 1822 . It would be executed in
the rule on the Budget. Procedural motions as a result of this issue are
expected intermittently, approximately every 30 minutes, throughout the day.
"


I think that making changes like this is something that shouldn't be done. I thought the same thing when the Republicans wanted to change the rules regarding house debates to favor themselves. If something has remained in place over such a long period, chances are that it has done so for a reason and it is changed with peril.
